My role exists to ensure that public utility decisions are governed not only by technical expertise and financial necessity, but by transparency and the lived realities of the people who pay the bills.

Meet the Consumer Advocate

Adrienne Ding was appointed Interim Consumer Advocate in January 2026. She is an experienced litigation lawyer with a strong background in public-interest work. She is a partner with O’Dea Earle in St. John’s where she practices administrative law, civil litigation, and labour law. Adrienne served as Associate Counsel for the Muskrat Falls Inquiry, where she gained first-hand experience with utility regulation and in-depth knowledge about the province’s power grid. She has worked with the Family and General Divisions of the Supreme Court of Newfoundland and Labrador, the Canadian Judicial Council, the 2020 NL ATIPPA Legislative Review, the Innu Children in Care Inquiry, the 2023 Review of Statutory Offices, and the Ministry of the Attorney General in Ontario.

Her work reviewing complex evidence, examining decision-making, and promoting accountability prepares her to provide clear, independent representation for the people of Newfoundland and Labrador before the Public Utilities Board. Her top priorities in her role as Interim Consumer Advocate are keeping rates affordable and supporting the reliability of the power grid.

Outside of her law practice, Adrienne serves on the board of the St. John's YWCA and is a volunteer at the Craft Council of Newfoundland and Labrador.
